It is God's mercy that has withheld the judgment we deserve. It is God's grace that has dispensed what we don't deserve. Mercy makes possible what would otherwise be impossible. If God did not withhold the punishment we deserve we would be utterly condemned. Grace has opportunity because of mercy. These two work together. They are mutually inclusive.
